I apologize for the slight delay in sending the October 21, Butler WPRC
Meeting notes, as there was almost 3 hours of meeting audio recording
to
decipher. I want to send out a very special thank you to Paul AB3PJ and
Paul W3PLP, for all of their hard word and dedication to the WPRC. I
would also like to thank Elaine K3EMM for her hard work to date and
making this report, and the new WPRC Facebook page a reality.
A few reminders:
Please make sure to submit your 2013 Membership applications and dues
asap.
Send in your completed coordination surveys so we can finish the
database before we start the 2013 session of the WPRC.

Meeting called to order at 13:36 by Chairman Phil Heck KE3EI
Point of order called by Kevin WJ8G, who noted that Phil KE3EI no longer
has a valid amateur radio license (expired
7/28/12), and as such, is no longer eligible for membership in the WPRC,
nor can he continue as Chairman. Presented
and agreed; Vice Chairman Paul W3PLP will Chair the meeting.
Meeting called to order by Acting Chairman Paul W3PLP at 13:43
1. Around the room introduction of individuals and organizations
Members: 28, Temporary Reps, 8, Secondary Reps, 4, Guests, 8.
2. Secretary Report: Paul AB3PJ read list of new membership applications
received at July meeting in State College.
Those were from:
Randy Ballard KB3HJC, Elaine Bailey K3EMM, Blue Knob Repeater
Association, Clearfield County Amateur Radio Club,
Gregory Jeffers N3FYD, John Jordan N3SNN, Mel Musulin N3BJY, M. Scott
Zimmerman N3XCC. Applications submitted
since the July meeting were not processed. Motion to approve by Tom
K3WS, seconded by Kevin WJ8G.
22 yes votes: 0 no votes Motion passed.
3. Kevin WJ8G made a motion for Phil KE3EI to step out as he is a guest
and should not be participating in Council
business. Motion seconded by Elaine K3EMM. Acting Chairman Paul W3PLP
refused to call for a vote; ignored motion on
the floor; moved meeting forward to reading of the minutes of the prior
meeting by the secretary Paul AB3PJ.
4. Minutes from prior meeting read by Secretary Paul AB3PJ. Minor
corrections were noted by Joe KR3P. Jeff N8PSU
asked that the discussion during the meeting relative to membership
applications be added to the meeting minutes Motion
to approve corrected minutes made by Sam W3CYO, seconded by Cynthia
WB3CNJ.
Vote:, 22 -- Yes, Opposed: 0 -- 15 Abstentions.
5. Treasurer's Annual Report and Proposed 2013 Budget Report: By

General discussion relative to automating WPRC operations on the website
was made, Acting Chairman Paul W3PLP
indicated that secure web forms and insecurity of email is a big issue.
6. Frequency Coordinator Report: by Frank N3FB.
Cynthia WB3CNJ noted interference to 146.985 KB3PSL repeater by 147.000
N8AD repeater owned by Leonard
Stefanelli, Fairview PA, whose repeater is re-broadcasting 40m traffic.
"N8AD" repeater is reportedly interfering with
coordinated repeater as well as adjacent channel repeater. Cynthia
WB3CNJ requested that a formal letter be sent to
N8AD to remedy this situation, and that any communication relative to
this issue be forwarded to Cynthia.
Frequency Coordinator's report: Frank N3FB Received 24 requests from
neighboring coordination bodies; all met spacing
criteria and were approved.
Frank indicated 328 surveys have been returned. 314 unique, and 14
duplicates. Second notice was sent to FCC record
address on August 29 to repeater trustees who did not respond to the
previous surveys. Frank N3FB further reported that
he has been rebuilding frequency coordination database, starting with
data from 2005, which includes data from the
survey forms. Frank reported that the database holds 391 entries, 309
repeaters, 82 are links/control frequencies.
Database is nearly complete, but there are still some surveys to be
returned. Next step is to work on output side of the
database, and create forms and reports. Now that the database is near
complete, WPRC area requests will begin to be
processed, since there is data to use to evaluate frequency coordination
requests.
7. Committee Reports:
Membership Committee Report -- Bill N3BPB reported that he had sent out
letters invite to invite all coordinated repeater
trustees to become a member of the WPRC.
8. RECESS to move vehicles parked improperly. RECONVENE
Membership Committee note: Elaine K3EMM asked for clarification on
membership letter sent. It led the reader to believe
they can join and be elected to a position on the board, but the
Constitution clearly states one must be a member in good
standing for one year to be eligible for office. Corrected.
9. Old Business:
Jeff N8PSU motioned that any membership application accompanied by a
payment be acted upon when received.
Discussion ensued relative to the logging and processing of new
membership applications, and the motion was
withdrawn.
10. Questions From The Audience:
Jim K3TLP asked about his coordination change request (trustee and call
sign). Frank N3FB stated he is working on it as
data from the surveys comes back.
Jim K3TLP asked why the WPRC does not send an invoice for dues. W3ON
noted the notice will go out with January
newsletter. WPRC Treasurer Chuck W3ON remarked that membership is based
on a calendar year, not prorated or
backdated.
11. New Business
Bob N3MWD submitted paperwork to change the trustee on the 443.90 N3DDY
repeater. No confirmation received since
trustee transfer paperwork was submitted. Status to be determined and
trustee change confirmed. Joe KR3P
remembered this trustee change had been approved by the membership in
the past.
Jeff N8PSU proposed that the WPRC establish a "By Laws Committee", which
would be responsible for reviewing the
Constitution and making suggestions for amendments and alterations.
Motion made to create By Laws committee by Tom
K3WS, and seconded by Elaine K3EMM. Acting Chairman Paul W3PLP appointed
Jeff N8PSU to Chair the By Laws
Committee. Vote - approved by large majority.
Kevin WJ8G proposed the formation of a "Technical Committee" to assist
the Frequency Coordinator with his duties.
Acting Chairman Paul W3PLP appointed Kevin WJ8G and Frank N3FB to
co-chair this committee. Dennis K3PSP and
Sam W3CYO said that they would like to participate. Kevin WJ8G asked
that Joe K3RP be on the Technical committee.
Acting Chairman Paul W3PLP stated that he would only approve this
request if the outstanding issues with Joe K3RP are
resolved. Joe K3RP supplied the Board of Directors with the frequency
coordination database as of April 15 2012 which
was in his possession in return for a receipt signed by the Board. Joe
K3RP will forward the remaining materials he has in
his possession to the Board. Kevin WJ8G's request for Joe K3RP to be on
the Technical Committee was deferred by
Acting Chairman Paul W3PLP.
Jeff N8PSU motioned that Board Meeting locations be spread over the
region as follows:
January 2013 in Washington PA; April 2013 in Edinboro PA; July 2013 in
Greensburgh at the Westmoreland County 911
Center; October 2013 in Altoona at the Logan Township Municipal
Building.
Tom K3SF seconded the motion; vote was 'pretty unanimous'.
12. Good of the Council :Kevin WJ8G pointed out that Acting Chairman
Paul W3PLP had stated that Phil KE3EI had
renewed his amateur radio license, and therefore is the still the
Chairman However. Kevin WJ8G responded that he
thought that Phil KE3EI must reapply for membership, and be a member in
good standing for a year prior to being eligible
for office. The office of Chairman of the WPRC is vacant.
Kevin WJ8G nominated Bud Plants N3TIR for the Chairman position for the
remainder of the Chairman's term. The
motion was seconded by Scott N3XCC. Bud N3TIR declined the nomination.
The Board decided that the Chairman's seat would be filled at the
January meeting, per the Board's interpretation of the
vacancy and the WPRC Constitution.
13. Elections:
Acting Chairman Paul W3PLP indicated that the forms submitted for
repeater representation were not valid as they are
proxies. After much discussion, Acting Chairman Paul W3PLP said all
temporary representative forms 'do not count'.
14. Floor turned over to Treasurer Chuck W3ON as Paul AB3PJ and Paul
W3PLP were both running for reelection. Thus,
a conflict of interest existed.
Vice Chairman: Nominations: Jeff N8PSU nominated Jim Knox N5NWC. Paul
W3PLP Nominated by Sam W3CYO.
Bud N3TIR and Scott N3XCC passed out the secret ballots, counted the
ballots, and provided the results to the acting
chairman Chuck W3ON. The results were then posted on a chalk board by
Cynthia WB3CNJ and announced to the
audience by Jack Brew, Guest. Jim Knox N5NWC received 24 votes--Paul
Plants W3PLP received 17 votes.
Secretary: Nominations :Bill N3BPB nominated Paul Bidzilya AB3PJ.
Seconded by Sam W3CY. Jeff N8PSU nominated
Tom Brew K3WS. Seconded by Elaine K3EMM. Scott N3XCC motioned to close
the nominations.
Bud N3TIR and Scott N3XCC passed out the secret ballots, counted the
ballots, and provided the results to the acting
chairman Chuck W3ON. The results were then posted on a chalk board by
Cynthia WB3CNJ and announced to the
audience.
Tom Brew K3WS received 20 votes--Paul Bidzilya AB3PJ received 19 votes
14. Installation Of Officers was motioned by someone in the audience.
The gavel was turned over to acting chairman Jim
Knox N5NWC, who closed the meeting.
